The Social Services and Well–Being (Wales) Act 2014 core principles can impact on practice in the health and social care sector in the following ways.

  1. Voice and control – in order to meet this principle, care and support services will need to have an even greater focus on making the most of the individual’s independence. This could involve, for example, helping individuals remain in their own home or to become a bigger part of their communities with the support of their family and friends.
  2. Prevention and early intervention focus on the importance of advice and assistance being provided to individuals to prevent things reaching a crisis point. Providing help and advice earlier rather than later can help reduce or delay the need for longer term care and support.
  3. Well-being involves carers making sure individuals who need care and support, and carers who need support, feel confident, independent and well in all aspects of daily living.
  4. Co-production involves working with individuals and their families, friends and carers so their care and support meets the individual’s needs and is the best it can be. Involving individuals more helps to change how they work with services, so they will be helping to improve and develop service delivery.
  5. Multi-agency focuses on joint working between local authorities and other important partners, for example health, the third sector and housing. This is to improve individuals’ well-being and the quality of service they receive, while reducing crossover and duplication. This ensures the right support and services are available in local communities to meet individuals’ needs.

The role is about being very involved with individuals, their families and carers in relation to identifying and meeting their support needs. In the role they will be providing support, advice and guidance, or passing on queries individuals, their families and carers may have in relation to care needs and the support available.

Partnership working will increase to make better use of resources, funds and staffing. There is an increased focus on what really matters to the individual. How can carers help individuals achieve their aims and goals? How can they involve an individual's own support networks and enable them to access community and voluntary resources?

It is important that timely advice and assistance is provided to individuals to prevent their situation from getting worse. Stepping in early to help individuals is crucial as it can reduce or delay the need for longer term care and support.

Sean is 84 years old and lives on his own in a very rural part of Wales. His wife died 27 years ago, and his daughter lives in Scotland. Sean has started to develop sight and hearing loss and now needs help with all aspects of daily living.

The Social Services and Well–Being (Wales) Act 2014 creates a national approach to the way in which local authorities deliver services and protect individuals from harm, abuse and neglect. The Act ensures that carers are treated in the same way as those using the services, with a right to support if it is felt they need it. Prior to the implementation of the Act, there was a threshold of caring hours to be eligible for a carer’s assessment of their needs.

Individuals have full control when deciding the support they need, and in relation to making decisions about their care and support they are viewed as an equal partner. Individuals can use an independent professional advocate to help them participate fully in the assessment, care and support planning, review and safeguarding processes. Individuals also have a right to an independent professional advocate provided free of charge if they have difficulties in expressing their views, needs, wishes and preferences.

As a carer, this impacts on the role in terms of care and must now be personalised to the individual through collaboration with them. This may involve support for them from an advocate.

An advocate offers independent support to individuals who might not be heard, to ensure they are taken seriously and that their rights are respected. Advocates also help individuals to access and understand appropriate information and services.
