It is a legal requirement that buildings and equipment used by early years providers are safe. In the case of pre-school provision such as childminders, day nurseries and playgroups, buildings and equipment are inspected regularly by the Care Inspectorate Wales (CIW), the regulatory body for the childcare sector, in order to improve the quality and safety of services. As part of the National Minimum Standards for Regulated Childcare for children up to the age of 12, CIW has measures in place that state that the early years environment should be safe, clean and comfortable with plenty of natural light, and adequate ventilation.

So, what are the possible risks with regard to safety within early years settings?

Outdoors

  • a gate which doesn't close and doesn't have a lock
  • sand which hasn't been covered when not in use by the children
  • broken equipment
  • rubbish
  • dog and cat faeces
  • no safe boundaries
  • water (unsupervised)
  • trees and plants which can cause an allergic reaction (some plants and flowers are poisonous)
  • no ramps for wheelchairs and children with physical needs

Indoors

  • water or sand on the floor
  • cables on the floor and uncovered sockets
  • unsuitable equipment
  • radiators which are too hot and aren't covered
  • doors without hinge protectors
  • hot tea or coffee from the kitchen

General safety risks in early years settings, including:

  • Children and practitioners who haven't signed in.
  • No register.
  • Visitors who haven't signed in.
  • Visitors who don't have an identity badge.
  • Setting without a first aid box and accident and incident book.
  • Practitioners working by themselves. There is a policy in each early years setting stating that practitioners should not work alone with babies and children.
  • Inadequate staff to child ratio. There must be 1 adult for every 3 children under 2 years old, 1 adult for every 4 children 2-3 years old, 1 adult for every 8 children 3-7 years old.
  • Leaving and collecting children - a policy is required for this so that children aren't collected by strangers.

The priority for every early years setting is keeping children in their care safe. Every practitioner is required to follow the work settings' practices and policies in order to eliminate or reduce the risk of harm to babies and children, and other adults.
