Undertaking a risk assessment within early years settings, whether in a school, a playgroup, a day nursery or within homes, is very important. When undertaking a risk assessment, consideration must be given to all involved with the setting, such as children and young people, childcare workers, parents/carers and visitors.

Childcare workers who care for children and young people need to be aware of any dangers in the work environment, in order to minimise or prevent accidents and injuries, so risk assessments must be undertaken both indoors and outdoors throughout the day. These risk assessments do not need to be noted, but childcare workers must be aware of dangers during their time at the setting. It is very important that childcare workers (and others such as volunteers and students) work as a team in order to ensure that everybody is aware of the risk assessments that have been undertaken, and that they are amended as required.

Early years childcare workers have a duty to help children and young people to examine and challenge risk within boundaries that are safe to the child, but these risks must be assessed first of all.

The types of risk assessments undertaken in early years settings are as follows:

  • lifting and carrying weights
  • the arrival and departure of children
  • going to the toilet
  • pregnant members of staff
  • outdoor play
  • the indoor area
  • babies/children with additional needs
  • going for a walk or on a trip
  • snack time
  • hand washing
  • water and sand.

Risk assessment is a method used to prevent accidents and injuries by identifying possible dangers. By doing so, childcare workers must consider the potential risk, and identify it. Following the risk assessment, the level of the risk must be identified and decisions made with regard to the action required to minimise the risk.

When undertaking a risk assessment, the childcare worker will:

  • look for the dangers
  • decide who is in danger of being injured
  • identify the level of the risk
  • what action is required to minimise the risk
  • record the findings.

It is essential that risk assessments are regularly monitored and reviewed, as changes may occur, for example, new equipment at the setting. Following the risk assessment, the date for the next assessment should be noted. This may be once a week, once a month, once a term or annually, depending on the size of the setting, the number of new childcare workers, or changes to the environment itself. When reviewing risk assessments, the following must be considered:

  • Have any changes occurred?
  • Are any improvements necessary?
  • Have any problems been identified?
  • Following accidents or injuries, what action should be taken?

Health and safety legislation and policies within early years settings protect children, childcare workers, carers/parents and visitors to the setting from accidents and injuries. Childcare workers at the setting need to be aware, and have a good knowledge, of the following legislation and policies:

  • RIDDOR (Reporting of Injuries, Diseases and Dangerous Occurrences) Childcare workers are required to follow RIDDOR guidelines for notifying the authorities of any accident or injury at the work setting, and should notify the HSE (Health and Safety Executive) if the accident or injury is serious.
  • COSHH (Control of Substances Hazardous to Health Regulations) This act came into force in 2002 to minimise any harm to children and adults in work settings that keep and use hazardous substances. Substances can cause harm as they are poisonous, harmful or corrosive. All hazardous substances within any work setting should be kept locked and out of the reach of children.
  • The Health and Safety at Work Act 1974. This act places responsibility on the employer to ensure that the work setting is as safe as possible. It ensures that everybody works safely and raises awareness of the importance of working safely by showing the HSE poster. Information leaflets on the requirements of the act should be given to everybody who works at the setting.
  • The United Nations Convention on the Rights of the Child (UNCRC) 'Article 24 ensures that all segments of society, in particular parents and children, are informed, have access to education and are supported in the use of basic knowledge of child health and nutrition, the advantages of breast-feeding, hygiene and environmental sanitation and the prevention of accidents.' Babies and young children are in danger of harm as they are not aware of the dangers around them. They are curious, and like to experiment and explore the world around them. Although babies and children need a challenging environment in order to develop and become aware of boundaries, the risk of harm or injury must be managed.

All sorts of accidents and injuries can occur in any sort of setting linked to children and young people. It is essential that childcare workers ensure that the setting is safe, especially if the room is used by members of the public.

The six most common accidents amongst children are:

  • slips/falls
  • burns
  • choking
  • hanging/suffocating
  • drowning
  • poisoning.

In order to minimise the above risks, settings must ensure the following:

  • That the work setting, both inside and out, is safe for every child, including children with disabilities and children who use a wheelchair/walking frame.
  • That no outdoor plants are poisonous or could cause injury.
  • That a safety gate is in place to prevent children from wandering either out of the setting, up the stairs or into the kitchen.
  • That straps are used if babies are sitting in high chairs.
  • That babies and children are always supervised whilst eating.
  • That childcare workers' bags are always locked away, or out of the reach of children.
  • That the first aid box is always locked away, or out of the reach of children.
  • That children do not place any toys in their mouths, e.g. small toys that cause them to choke.
  • An appropriate staff ratio, and that children are always supervised, both indoors and outdoors.
  • That hazardous substances and medicines are kept locked away.
  • That babies and children are supervised whilst in water, e.g. in the bath or in a swimming pool. A child could drown in as little as 2cm of water. Extra care should be taken if children are near ponds, e.g. on a trip to the park.
  • Children's safety when going on trips. Before visiting a location, a risk assessment must be undertaken and appropriate guidelines must be followed if anything poses a risk to the children.

Early years childcare workers have a duty of care towards each child. It is essential that they follow guidelines, legislation and the setting's policies with regard to keeping the children in their care safe from accidents and injuries. It is therefore very important to consider this when planning activities for the children.

It is good practice to record any likely risks during the planning stage, e.g. if the activity involves making a fruit salad, is any child allergic to any of the fruits. This must be noted on the risk assessment sheet, and the activity adapted accordingly. If the activity states that the children will need to cut the fruit with a knife, this should be noted on the risk assessment sheet and a plastic knife should be used by the children.

Every early years childcare worker has a duty to undertake daily risk assessments of the setting, and to complete risk assessment sheets before introducing any activity that poses a risk to babies and children. It is essential that the information on the risk assessment sheet is detailed and simple and easy to read. This information should be shared with every other adult associated with the setting (colleagues, volunteers, students, visitors). There is no point undertaking a risk assessment without following the appropriate steps.

Every risk assessment sheet should include the following:

  • What are the possible dangers?
  • Who is likely to be harmed? How?
  • What is already done to minimise the risk?
  • Are there any concerns that need to be responded to?
  • Is there any further action required in order to manage the risk?
  • Who is responsible for assessing the risk?
  • Date to complete the action.
  • Date of completion.

Risk assessment encourages managers and childcare workers to consider what could go wrong at the setting, in order to be able to manage the situation before an accident or injury occurs.

It is a legal requirement to undertake risk assessments at any work setting with 5 or more employees. A full risk assessment should be undertaken at early years work settings on an annual basis, and should be reviewed following an accident or any change to the setting's environment, such as new equipment. The indoor and outdoor area must be checked daily, at the beginning of each session, and a simple record should be kept.

The risk assessment sheet must be dated and kept securely. These sheets will need to be shown to the Care Inspectorate Wales (CIW) during an inspection.

Following an incident or accident involving a child, the child's parents/carers must be contacted as soon as possible. Depending on the injury, CIW must be informed, as well as the Health and Safety Executive (HSE). If an incident or accident is likely to happen, all childcare workers at the setting, as well as parents and visitors, must be aware of this, and a full risk assessment must be undertaken in order to avoid this from happening. For example, if the school gate does not shut/lock, children could wander away from the school grounds. Such an incident needs an urgent response.
