There are a variety of reasons why adults would not raise or report concerns if abuse is suspected. It is vital that these barriers are overcome as children and young people need someone to support them during this time.

Knowledge of the signs and symptoms of abuse and neglect

A child cannot be protected if childcare workers do not possess robust knowledge of this area. They need to recognise the signs and be aware of the actions to take following disclosure by a child and suspicion by the individual. Disclosure can be a difficult process for the child and the childcare worker and therefore it is crucial that the childcare worker is aware of how to respond and deal with the situation. A lack of understanding or disregarding a disclosure may mean that no actions are taken to safeguard and support the child/young person.

Knowing the child

It can be uncomfortable if the childcare worker knows the child and their family/carers. The childcare worker may worry about causing a family/carers rift or making things worse for the child. If a childcare worker sees or hears anything that arouses their suspicions, the information must be shared. They can call the Police or the National Society for the Prevention of Cruelty to Children (NSPCC) if they wish to discuss concerns further. If a childcare worker contacts the NSPCC they will not have to leave a name and the advisor will offer advice on what should happen next.

Only a suspicion!

If the childcare worker suspects that abuse is taking place, they must tell someone else: a line manager or advisor. They should not delay; actions must be taken and concerns must be reported immediately. A childcare worker should not worry if they are wrong. They will have acted professionally by considering the welfare of the child.

Remaining anonymous

A childcare worker will have to give their name to the children services if they are disclosing information regarding a particular child. The name of the childcare worker will not be disclosed to the child or the parents/carer. It will be entirely confidential.

Uncertain about what will happen

If a childcare worker contacts the NSPCC they will ask a number of questions about the concerns. They will decide whether it is necessary to contact other agencies such as the police or social services in order to protect the welfare of the child. They will be able to assess whether the child is at risk of any harm and is in need of support. Services will work alongside families/carers and not against them. A case review will only take place if efforts have already been made to keep the child with their family/carers by working with them and recognising the risks.

Other barriers may include:

  • worrying about being labelled a troublemaker
  • the stigma of being someone who is a 'whistleblower'
  • worrying about losing one's job
  • a lack of understanding of policies and procedures
  • attitude; unworried about the situation
  • previous experience of disclosure
  • denial or disbelief
  • fears about the response of senior staff at the setting.
