Early years and childcare workers are required by virtue of their job to develop an awareness of what information, in the context of safeguarding children, should be reported and recorded, when this should happen and how this information is stored. Categories of abuse and neglect have already been looked at, as well as the common signs and symptoms associated with them. As a result, the information should form a basis for deciding what information needs to be shared and recorded. If childcare workers can recognise the indicators of abuse and report and record them early enough it is possible that the abuser can be prevented from performing more harmful acts. It is important to know the child's background as some indicators may be a result of medical conditions or valid explanations.
It is impossible to be entirely certain that a baby, child or young person is being abused but the NSPCC has listed the signs and symptoms every childcare worker should be aware of.
While personal information about children and their families/carers is confidential, the law allows this information to be shared if the outcomes mean the health and welfare of the child is protected. If a childcare worker suspects abuse is taking place, they must discuss the concerns with the line manager or member of staff responsible for safeguarding children as a matter of urgency. The member of staff usually discusses their concerns with a parent/carer and makes a decision on the next course of action. An understanding of child abuse is useful when working with parents/carers. Understanding how abuse takes place helps childcare workers to predict the most likely outcomes as they understand the needs of the parents/carers. The way in which the parent/carer responds to support contributes to the decision on what is the best type of care for the child.
Generally, it must be ensured that this sensitive information is kept secure and is only available to those who are entitled to see it. Information shared without due care can make children and their parents/carers feel vulnerable and put them in unnecessary danger. Information about the welfare of a child or young person should never be disclosed publicly, e.g. a safeguarding meeting about a child attended by a childcare worker should never be discussed. The introduction of the General Data Protection Regulation (GDPR) does not change the way the safeguarding records of children should be kept. The requirements of the Data Protection Act 1998 must be complied with:
Yn rhinwedd eu swydd, mae’n ofynnol i weithwyr blynyddoedd cynnar a gofal plant ddatblygu ymwybyddiaeth o ba wybodaeth, yng nghyd-destun diogelu plant y dylid rhoi gwybod amdani a'i chofnodi, pryd y dylai hyn ddigwydd a sut y caiff y wybodaeth hon ei storio. Edrychwyd eisoes ar gategorïau camdriniaeth ac esgeulustod yn ogystal ag arwyddion a symptomau cyffredin sydd yn gysylltiedig â hwy. Yn sgil hyn dylai’r wybodaeth fod yn sail ar gyfer penderfynu pa wybodaeth sydd angen ei rhannu a’i gofnodi. Os ydy gweithwyr gofal plant yn gallu adnabod dangosyddion camdriniaeth a rhoi gwybod amdanyn nhw a’u cofnodi’n ddigon cynnar mae’n bosib y gellir atal y camdriniwr rhag cyflawni gweithredoedd mwy niweidiol. Mae’n bwysig adnabod cefndir y plentyn gan ei bod yn bosibl i rai dangosyddion fod o ganlyniad i gyflyrau meddygol neu esboniadau dilys.
Mae’n amhosib bod yn hollol sicr bod baban, plentyn neu berson ifanc yn cael ei gam-drin ond mae’r NSPCC wedi rhestru arwyddion a symptomau y dylai pob gweithiwr gofal plant fod yn ymwybodol ohonynt.
Er bod gwybodaeth bersonol am blant a’u teuluoedd/gofalwyr yn gyfrinachol, mae’r gyfraith yn caniatáu i’r wybodaeth hon gael ei rhannu os yw’r canlyniadau yn golygu y bydd iechyd a lles y plentyn yn cael ei ddiogelu. Os ydy gweithiwr gofal plant yn amau bod camdriniaeth yn cymryd lle, mae’n rhaid trafod y gofidion gyda’r rheolwr llinell neu aelod o’r staff sydd yn gyfrifol am ddiogelu plant ar fyrder. Gan amlaf, bydd yr aelod o’r staff yn trafod eu gofidiau gyda’r rhiant/gofalwr gan wneud penderfyniad am y camau nesaf. Mae dealltwriaeth o gam-drin plant yn gymorth wrth weithio gyda rhieni/gofalwyr. Mae deall sut mae camdriniaeth yn digwydd yn gymorth i gweithwyr gofal plant ragweld y canlyniadau mwyaf tebygol gan eu bod yn deall anghenion rhieni/gofalwyr. Bydd y modd mae’r rhiant/gofalwr yn ymateb i gymorth yn cyfrannu at y penderfyniad o sut fath o ofal sydd orau i’r plentyn.
Yn gyffredinol mae’n rhaid sicrhau bod y wybodaeth sensitif hon yn cael ei chadw’n ddiogel a’i bod ar gael i’r personau sydd â’r hawl i’w gweld yn unig. Gall gwybodaeth sy’n cael ei rhannu’n ddiofal beri i blant a’u rhieni/gofalwyr deimlo’n fregus a’u rhoi mewn perygl diangen. Ni ddylid byth â datgelu gwybodaeth am les plentyn neu berson ifanc yn gyhoeddus, e.e. ni ddylid trafod cyfarfod diogelu plant y mae gweithiwr gofal plant yn rhan ohono. Nid yw cyflwyno Rheoliad Gwarchod Data Cyffredinol (RhGDC) yn newid y modd y dylid cadw cofnodion diogelu plant. Rhaid cydymffurfio â gofynion Deddf Gwarchod Data 1998 sef:
